The Department of Elementary and Secondary Education (DESE) is the administrative arm of the State Board of Education. It is primarily a service agency that works with educators, legislators, government agencies and citizens to maintain a strong public education system. Through its statewide school-improvement activities and regulatory functions, the Department strives to assure that all citizens have access to high-quality public education. DESE does not regulate, monitor or accredit private, parochial or home schools.

The eMINTS National Center offers professional development programs created by educators for educators. Leading experts at the University of Missouri, the Missouri Department of Elementary and Secondary Education and the Missouri Department of Higher Education have collaborated to produce programs that inspire educators to use instructional strategies powered by technology, engage students in the excitement of learning, and enrich teaching to dramatically improve student performance.

Congress established the U.S. Department of Education (ED) on May 4, 1980, in the Department of Education Organization Act (Public Law 96-88 of October 1979). Under this law, ED's mission is to: Strengthen the Federal commitment to assuring access to equal educational opportunity for every individual; Supplement and complement the efforts of states, the local school systems and other instrumentalities of the states, the private sector, public and private nonprofit educational research institutions, community-based organizations, parents, and students to improve the quality of education; Encourage the increased involvement of the public, parents, and students in Federal education programs; Promote improvements in the quality and usefulness of education through Federally supported research, evaluation, and sharing of information; Improve the coordination of Federal education programs; Improve the management of Federal education activities; and increase the accountability of Federal education programs to the President, the Congress, and the public.

The Council for American Private Education (CAPE) was founded in 1971 to create a unified voice for the interests of private schools across the country. In 1981, MO-CAPE formed as the first state affiliate of the national organization and has since been known as the voice of Missouri's private schools. MO-CAPE's purpose is to promote the vitality of Missouri's private schools and to enhance their contribution to American Education and to society.
